The Japanese government formulated the comprehensive national data strategy in September 2021. Implementation is carried out by the newly formed Digital Agency. The Strategy aims to address the nation's lag in digitalization by creating a highly integrated digital society that merges physical and cyber spaces. Key initiatives include the development of a cross-domain data exchange platform, the promotion of open data principles across government and private sectors, establishing data trading markets and personal data stores (PDS), and the establishment of standardized data cataloging and metadata frameworks to facilitate data sharing and reuse. Japan's strategy also focuses on fostering trust in data, ensuring cybersecurity, and enhancing data literacy and infrastructure, while coordinating international collaboration efforts to promote Data Free Flow with Trust (DFFT).
